I send this on because when the idea of this legislation was originally accepted by the Secretary of State in November 1946 he expressed the view that the Bill should be repealed at the earliest possible moment see his minute of the 21st of November last.

The Governor in No.9 advised the continuance of the Ordinance for at least a further period of six months. In the draft now submitted the preference is expressed for the earliest possible repeal of the Ordinance, but the Governor is empowered to retain it for a further six months if he is satisfied that there is a definite risk of deterioriation of conditions in Hong Kong to the state in which they were before the enactment of this legislation.
The last paragraph of the draft suggests the suspension, rather than repeal, of the Ordinance if, in the Governor's view, the risk of deterioriátion, though not serious at the moment, is a definite possibility for the future.
